NEW ORLEANS, LA (WVUE) -

The New Orleans City Council approves controversial plans to build condos at the old Holy Cross school site in the Ninth Ward.

About 50 people who do not support the development protested at City Hall before Thursday morning's meeting.
Despite the protest, the council voted 5-to-1 in favor of the development.
Councilman Jason Williams cast the only "no" vote. Despite the council's decision, Ninth Ward residents like Vanessa Gueringer say their fight is not over.

NEW ORLEANS – The president of Our Lady of Holy Cross College has received a unanimous “no confidence” vote from his faculty.

The college’s Faculty Assembly says Dr. Ronald Ambrosetti’s leadership is “irreparably compromised” and has placed the school in a “precarious position.”

According to the faculty’s proposal, a third of the full-time nursing faculty has resigned in protest. That means the college’s nursing program, which the faculty says is vital to the school, is not in compliant with the requirements of the Louisiana state board.

NEW ORLEANS -- An arrest warrant has been issued for a former Orleans Parish Sheriff's Office deputy, after she allegedly initiated a physical confrontation with a female inmate, according to the Orleans Parish District Attorney's Office.

On Mar. 29, the former deputy, Lateefa Marshall, reportedly struck the inmate during the confrontation, forcing other employees to break up the altercation.

"Following the confrontation, former Deputy Marshall submitted an incident report in which she accused the inmate of initiating the physical confrontation," said a statement from the district attorney's office.

NEW ORLEANS, LA (WVUE) -

Two more arrests give police more leads in the double homicide of Kenneth and Lakeitha Joseph.

Brittany Martin, 25, and Horatio Johnson, 37, turned themselves in Wednesday to U.S. Marshals. Police said the day after the Josephs disappeared, Martin and Johnson were captured on surveillance video purchasing the murder weapons.

"Martin's credit card statements verified these purchases," said NOPD Chief Ronal Serpas.

According to a search warrant, Martin and Johnson purchased blue nylon rope and two 30-pound kettle bells to weigh the bodies down.

SLIDELL, LA (WVUE) -

A Slidell traffic stop led to the arrests of two people on drug charges Thursday.

Thomas Bush, 28, of Mandeville, faces possession with intent to distribute, two counts of contempt of court and failure to appear in court. Jennifer Ramirez, 36, of Slidell, faces possession with intent to distribute.

During the stop of a van at the intersection of Gause Boulevard and Interstate 10, a deputy said he noticed the female passenger, Ramirez, making movements as though she was trying to conceal something.

One-way street proposal dropped

A proposal before the New Orleans City Council to convert Newcomb Boulevard into a one-way street was withdrawn Thursday, apparently ending a long-running feud between residents of that street and some of their neighbors on nearby streets.

The request had been introduced by Councilwoman Susan Guidry at the request of Mayor Mitch Landrieu’s administration.

Newcomb Boulevard has been the subject of controversy since residents erected a fence at the Freret Street end of the four-block-long street in 2006, meaning the only access to, or exit from, the street was at St.

NEW ORLEANS -- Local, state and federal authorities gathered at New Orleans police headquarters to talk about a trail of evidence leading to Brittany Martin, 25 and Horatio Johnson, 37.

They surrendered Wednesday in St. John the Baptist Parish and are now facing two second-degree murder charges in the deaths of Laketha and Kenneth Joseph in Orleans Parish.

The couple from Reserve vanished in February and were found weeks later in the Intracoastal Waterway in New Orleans.

NEW ORLEANS -- A busy fourth grade class at Capdau Charter School on Canal Street is learning fractions in what seems to be a conventional classroom setting.

The only difference is their teacher is a man, which is something that is happening less in classrooms around the state.

Men make up 25 percent of teachers in the classroom nationwide, but that number is far less in Louisiana.

MANDEVILLE, LA (WVUE) -

People concerned about a fracking proposal in St. Tammany Parish have been asking for a delay - and may get one.

Helis Oil, which has proposed drilling a fracking well north of Interstate 12 near Mandeville, said it will seek a 30-day delay in cooperation with parish officials who have wanted the same thing.

If the state Department of Natural Resources grants the request, the proposal won't be considered next week, as scheduled.

A fired Orleans Parish Sheriff’s Office deputy is wanted on counts of malfeasance and simple battery after she allegedly beat an inmate and then lied about it, Sheriff Marlin Gusman said Thursday.

Lateefa Marshall, 32, filed a report March 29 that claimed an unidentified female inmate in one of the tents at Orleans Parish Prison bumped into her and then spat at her, apparently necessitating physical action against the inmate, Gusman said.

However, a video of the incident shows the battery upon the inmate was “unprovoked .

Authorities say they continue to pursue other people in connection with the February killing of Reserve couple Lakeitha and Kenneth Joseph, even as they announced the arrests Wednesday of a 25-year-old woman and a 37-year-old ex-con on suspicion of murder in a double killing that ended with a seemingly well-planned body dump into the Intracoastal Waterway in New Orleans East.

Police said arrest warrants for Brittany Martin and Horatio Johnson were issued Tuesday, and they turned themselves in the following day.

Mayor Mitch Landrieu isn’t giving up on his effort to install Cedric Grant, one of the mayor’s top deputies, as the new executive director of the New Orleans Sewerage & Water Board, despite a state ethics board decision saying the move would be illegal.

The Louisiana Board of Ethics last month narrowly voted to advise the water board that Grant could not take the job because a state law bars members of public boards from stepping down and then taking a job with that same board within a two-year period.
